PUCO's official list of electricity offers, at energychoice.ohio.gov. A supplier has to be certified by PUCO to sell electricity in Ohio, and certified suppliers post their offers there.
You can filter by term, rate type and renewable content. The chart shows every offer for your utility; it's up to you to compare them against your price to compare.

No. The official Apples to Apples chart is at energychoice.ohio.gov. ElectricRates.org is a separate site. Offers here come from PUCO-certified suppliers.
Not always. Offers here come from a supplier feed, not from the PUCO chart, so the two lists can differ on a given day. Neither includes delivery charges, which are the same whichever supplier you pick.
