See which Texas electricity providers receive the most complaints—and what customers complain about most. Data sourced directly from the Public Utility Commission of Texas.
The Public Utility Commission of Texas (PUCT) recorded 1,937 customer complaints against retail electric providers during July–December 2025. This data covers all 140+ licensed retail electric providers (REPs) operating in the ERCOT deregulated market.
Reliant Energy received 295 total complaints—the highest raw count among Texas electricity providers. However, with approximately 1.5 million customers, Reliant's complaint rate is just 2.0 complaints per 10,000 customers. TXU Energy shows a similar pattern: 278 complaints across 1.4 million customers equals 1.9 per 10,000—one of the lowest complaint rates in Texas. Raw complaint counts are misleading without customer base context.
Billing issues account for approximately 47% of all PUCT complaints, making it the most common reason Texans file complaints against their electricity provider. Service disconnection disputes represent 18% of complaints, followed by provision of service issues (connecting to service) at 15%. Slamming—unauthorized switching of electricity providers—accounts for 8% of complaints.

Not necessarily. Larger providers naturally receive more complaints because they serve more customers. What matters more is the complaint rate per customer—a large provider with 200 complaints serving 2 million customers has a much better ratio than a small provider with 50 complaints serving 10,000 customers.
You can file a complaint directly with the PUCT through their website at puc.texas.gov, by phone at 1-888-782-8477, or by mail. The PUCT investigates complaints and can take action against providers who violate regulations.
