Key Findings: July–December 2025

The Public Utility Commission of Texas (PUCT) recorded 1,937 customer complaints against retail electric providers during July–December 2025. This data covers all 140+ licensed retail electric providers (REPs) operating in the ERCOT deregulated market.

Large Providers Have the Lowest Complaint Rates

Reliant Energy received 295 total complaints—the highest raw count among Texas electricity providers. However, with approximately 1.5 million customers, Reliant's complaint rate is just 2.0 complaints per 10,000 customers. TXU Energy shows a similar pattern: 278 complaints across 1.4 million customers equals 1.9 per 10,000—one of the lowest complaint rates in Texas. Raw complaint counts are misleading without customer base context.

Billing Disputes Are the Top Complaint Category

Billing issues account for approximately 47% of all PUCT complaints, making it the most common reason Texans file complaints against their electricity provider. Service disconnection disputes represent 18% of complaints, followed by provision of service issues (connecting to service) at 15%. Slamming—unauthorized switching of electricity providers—accounts for 8% of complaints.

How to File a PUCT Complaint

Texas residents can file complaints against their electricity provider directly with the Public Utility Commission of Texas (PUCT). Contact the PUCT at 1-888-782-8477 or visit puc.texas.gov to submit a complaint online. The PUCT investigates complaints and can take enforcement action against providers who violate Texas utility regulations.

Frequently Asked Questions

What is the PUCT complaint database?

The Public Utility Commission of Texas (PUCT) tracks all customer complaints filed against retail electric providers. These complaints are categorized by type—billing disputes, slamming (unauthorized switching), service issues, and more. We scrape this data and present it in an easy-to-understand format.

How often is this data updated?

We update our complaint statistics weekly, pulling the latest data from the official PUCT website. The PUCT typically reports data in 6-month periods.

What do the complaint categories mean?

Billing: disputes about charges. Slamming: unauthorized provider switching. Cramming: unauthorized charges added to your bill. Quality of Service: issues with electricity quality or customer service. Discontinued Service: problems with disconnections. Provision of Service: issues getting connected.

Does a high complaint count mean a provider is bad?

Not necessarily. Larger providers naturally receive more complaints because they serve more customers. What matters more is the complaint rate per customer—a large provider with 200 complaints serving 2 million customers has a much better ratio than a small provider with 50 complaints serving 10,000 customers.

How can I file a complaint with the PUCT?

You can file a complaint directly with the PUCT through their website at puc.texas.gov, by phone at 1-888-782-8477, or by mail. The PUCT investigates complaints and can take action against providers who violate regulations.
