Why can't I shop for electricity here?

While most of Texas has a deregulated electricity market under Senate Bill 7, some areas opted out:

  • Municipal utilities (like Austin Energy and CPS Energy) are owned by cities and chose to keep rates regulated
  • Electric cooperatives are member-owned and serve rural areas outside the competitive market
  • El Paso Electric operates on a different grid (not part of ERCOT) and isn't part of Texas deregulation
